Job DescriptionPosition SummaryThe primary role of the Deputy General Counsel of EOLWD is to assist the General Counsel on all legal and legislative policy for the Executive Office and provide a wide range of legal services to its constituent agencies. The Deputy General Counsel gives legal advice and advisory opinions, interprets statutes, regulations, and policies for the Secretariat, and works in direct support of EOLWD’s service-oriented strategic initiatives and business goals.Duties and ResponsibilitiesProvide legal advice and counsel in support of daily operations and strategic initiatives.Provide counsel to ensure EOLWD and its constituent agencies meet statutory and regulatory obligations under applicable federal and state law.Identify and provide solutions to mitigate legal exposure, including proactively identifying areas of risk or potential exposureProvide legal review of draft policies, in coordination with EOLWD’s General CounselResearch, develop and draft legislation for the General Counsel/Secretariat and interpret the effect(s) of such legislation.Draft, review, and/or revise and regulations, including managing the regulatory comment, hearing, and filing processDevelop legal strategies and related policies to support key EOLWD goals and objectives, including enterprise governance and risk managementInterpret court decisions and opinions, statutes, rules, and regulations applicable to EOLWD and its constituent agenciesAnticipate the effects of pending legislation and other legal issues on the EOLWD and agency operationsRepresent EOLWD and its constituent agencies in actions at the MCAD or EEOC, and in other matters as appropriateProvide legal advice to the General Counsel on policy development, personnel, public records, records retention, and state ethics issues.Review all legislative correspondence sent from EOLWD and its agenciesServe as a representative in meetings, conferences, advisory committees, and other events where EOLWD’s presence is appropriateEducate managers and employees on potential legal consequences of their actionsEnsure that legal matters are handled timely and effectivelyServe as a liaison to the Attorney General’s Office for pending litigation.Other duties as assigned.
